Critical Mineral Demand-Side Financing

The Department of Energy can more efficiently leverage its existing grant funding programs to support critical mineral processing projects by supporting offtake agreements between critical mineral developers and manufacturers, rather than subsidizing capital projects.

Critical Mineral Economic Zones

Using the 45X production tax credit, CIS proposes to authorize the Department of Energy to designate Critical Mineral Economic Zones around the country. These zones would qualify for double the tax credit rate for critical mineral projects, helping crowd in private investment, realize economies of scale and incentivize states and localities to streamline permitting to attract investment
